I think you will find that is the meaning of 'Emergency Calls Only'. I
seem to remember an agreement that emergency calls would still be
allowed even if a phone has no credit. I think that call can also be
made using a different network if only network available is different
to the phone's own network. I am sure Google could provide the
answers.
It depends on each countries emergency call arraignments.
e.g. the UK has only just arraigned for phones with sims to be able to
make emergency calls roaming on UK networks.
Don't assume when roaming you'll automatically have access to anything
