I think the answer lies with the fact the S3 does not have a "nailed, up
always on" connection
like your home broadband, and therefore it can only synchronise when the
opportunity allows.
Later versions of the Skype application for the phone don't even have a
"refresh" option in the
menu, the one my lad has still does, but I understand 3 have the ability
to send an update and
you are not given the option to decline it.

I think on Skype 3.80.0.2 on the S2, if you go to Options / Settings / OK
The update will refresh the connection
