Default 3 contract question

Recently left 3 as my contract expired, left on the last month was
told by 3 that there is no charge etc as i was out of contract i have
just received a bill for £25.30 Cancelation Fee, how can this be ?

Easy. Lots of companies and networks do it. It's known by the technical
name of "grab it from the customer and nine times out of ten they don't
notice and if they do they don't always bother to mention it but if they
do complain then we can always apologise and blame it on a computer
error" and it boosts their profits greatly.

Contest it, the network will almost certainly back down.
That game has been going on for years will all the networks.
