It's a typical Callthrough using a networks (in this case Three) short code, you call 351 0200 etc, it should charge you at 2p per min from your PAYG credit, easily checked by calling 444 option 1 credit remaining, and then again after the call to hear how much it's reduced by. Like most callthroughs it charges as soon as you make the call, whether or not it successfully connects.
