They all have the capability. If you want to do it away from Wifi, you
need to have data available on your SIM.

Basically, you have to connect to the net to access POP3 mail. If you're
near a WIFI hotspot (like your router at home or in a coffee shop), you can
connect for free. If you're out and about with no WIFI connection nearby,
then you have to access the internet using your mobile contract or PAYG
connection. Depending on the terms of your contract or PAYG deal, you might
have to pay to download data (ie emails). Same principle as surfing the net.
