As you can see from this snippet

https://www.flickr.com/gp/g3zvt/63f2Sq

SWMBO is being charged for a tiny amount of data each month.

The only trouble with that is that her SIM lives in one of these

Does anyone know why?

Does she send MMS occasionally? They use data.

Check that data is turned off in the phone. Even the dumbest looking phones
these days have a way of using data if you’re not careful.

WAP?

It doesn't appear to have a WAP browser.

It does have something called "Chaatz", when you select it it says
it's looking for a server, and fails to find it, so maybe it's that.

I can't find where you configure it to do something useful, nor can I
find a way of turning data off globally on this one-trick pony.

Configure it with a nonexistent APN. That's what people used to do on
Android before Google implemented a mobile data toggle.

But that's the problem, it's just a dumb candy-bar and has no data
settings.

The only thing I've changed is in "Messages" - "Broadcast message" -
"Options" - "Settings" - "Channel settings" NL-Alert and NL-Info are
now un-checked, and the "Broadcast Message" feature is now set to off.

Looks like it's the Dutch eqivilant of that American message test a
few weeks ago.

https://en.wikipedia.org/wiki/NL-Alert

But Cell Broadcast is not data (well of course it is, but YKWIM).
